Founderĺs Forum ôInternational Innovative Nanotechnology Center of the CIS countries: Status and Prospectsö


The Founderĺs Forum ôInternational Innovative Nanotechnology Center of the CIS Countries (InINCIS): Status and Prospectsö took place at the JINR Center of International Conferences in Dubna on December 17-18, 2009. The organizers of the event were the Joint Institute for Nuclear Research together with the Russian Scientific Center ôKurchatov Instituteö, and the International Association of Academies of Sciences.

The Forum was held under the auspices of the Interstate Fund of Humanitarian Cooperation of the CIS member states. The Forum was attended by the following members: the Minister of Economy of the Republic of Armenia N.Eritzian, the First Vice-President of the National Academy of Sciences of Ukraine A.P.Shpak, the General Director of the Agency for Innovations and Technology Transfer of the Republic of Moldova G.Cherney, the Head of the Department of the Baku State University M.A.Ramazanov, the Chairman of the Union of Entrepreneurs and Exporters of Tajikistan N.K.Zabirov, the Deputy Director of the Republican Research and Development Institute of Intellectual Property D.L.Schavelev and many other representatives from national academies of sciences, chambers of commerce and industry, scientific and educational centers, state and private companies from the CIS member states.

The JINR Director the Academician of the Russian Academy of Sciences A.N.Sissakian opened the Forum and delivered a speech about the International Innovative Nanotechnology Center of the CIS countries (InINCIS). Afterwards, the greetings to the Forum participants were delivered by the Mayor of Dubna by V.E.Prokh, the Head of the Directorate of Rossotrudnichestvo M.A.Plissiuk, the Executive Director of the Interstate Fund of Humanitarian Cooperation of the CIS member states T.E.Bubnova and the Deputy of the Chief Academic Secretary of the Russian Academy of Sciences Presidium A.G.Tolstikov, who conveyed greetings on behalf of the President of the Russian Academy of Sciences Y.S.Ossipov.

At the end of the first part of the Forum, the presentations were made by two participants of the JINR apprenticeship program E.Y.Kaniukov (Belarus) and K.Z.Bekmyrza (Kazakhstan). They presented their own vision for the structure of the InINCIS and discussed the opportunities that are given to young CIS specialists in Dubna. Preceding the meeting of the founders, the Director-Organizer of the InINCIS A.V.Ruzaev made a presentation about the status and prospects of the Center. He stated that the InINCIS is being established as a non-profit partnership. He also talked about the main trends of the InINCIS activities and its work program. For the period of 2009-2011 it is expected that a web of subsidiary branches of the Center will be established in the CIS countries based on the existing Russian centers of science and culture. The Center of Innovative Cooperation, which is the first branch of such kind, will be opened in Erevan in January 2010.

The founderĺs documents for the InINCIS were signed in a solemn atmosphere by the representatives from 14 organizations from 9 CIS countries. The Board of Directors consisting of 10 people (1 representative from each country and a JINR representative) was elected at the general meeting of the founders. A.V.Ruzaev was elected as Director of the non-profit partnership - InINCIS.

On the second day, the participants of the Forum visited the JINR laboratories and the ôDubnaö Special Economic Zone where they were introduced to the exhibition set up by the SEZ company-residents.
